This is a Hot Racing HRASDW8MU Dual System Tire/Wheel Balancer and Shock Stand for radio controlled cars & trucks.

The Hot Racing balancer is an innovative way to balance your aircraft or boat propellers, spinners, and car wheels and tires.

A precision ground 4mm steel balancing shaft, held between four stainless steel ball bearing allows shaft to spin freely even with a heavy wheel and tire.
